Under Wisconsin Administrative Code SPS 321.03, every basement bedroom must have at least one egress window. The code exists so that someone sleeping in a basement has a way out in a fire or emergency when the stairway is blocked. If you finish a basement bedroom without one, it does not pass inspection, it cannot legally be called a bedroom, and it becomes a problem when you go to sell the house.
